Remove mod_caption.rb & ruby

I don't think we use mod_caption anymore, and without it I don't think there's any reason to install Ruby on the getpdf server. Unless I'm missing something?

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
