Need a second test course

Some of the bugs we appear to have (i.e. with #235 (closed) ) appear to be involved with cross-course permissions. So for our testing, it would be ideal to have a second test course, maybe 00001 to complement the existing one 00000.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
